On the subject of Scales of Nafaalilargus, I agree that the enchantment should be changed. It's not very appropriate to have full resistance to fire when Nafaalilargus' one weakness was to dragonfire (i.e. magical fire). Something like resist normal weapons would make more sense since he was technically invulnerable to Cyrus' sabre. That could get overpowered quickly though.

If a hammerfell project ever does happen, then yeah, the soul sword, maybe Cyrus's Cutlass. I would move the Ra'Gada items and the Ansei Amulet from High Rock to there also.

My suggestions:
1. Apotheosis - powerful wooden staff, which casts fire, frost, and shock damage to its target.
2. Battle Axe of Mehrunes Dagon. Can be seen on statues.
3. Roses of Sithis - artifact arrows, can be more powerful than daedric. Dark Brotherhood owned.

Yeah, those are good ideas. Rose of sithis is just a single arrow iirc in oblivion. So having a set of them would be good.
Added your suggestions to the list. I name Dagons Axe as Fury Spike to have a less generic name. Fury Spike is the name of one of the towers in the dead lands.
Roses of Sithis as a black marsh artifacts. Belong to a Sithis Cult and not DB.
Apothesis would be a staff somewhere in Cyrodiil.

Keep in mind that TR and PT will be going with pre-Oblivion DB lore, so they won't be a Sithis-worshipping cult. The Brotherhood of Seth based in Argonia take on the cultish characteristics, but the lore is rather different from the DB.

Are there any plans for certain artifacts from the original game (except those from Tribunal) to be placed on the mainland? Because at the moment, and even if TR plans to integrate other artifacts in the future, Vvardenfell will have a lot of artifacts compared to the mainland.
In particular, the Threads of the Webspinner could be spread across the mainland.
(I know TR's goal is to touch as little of the original game content as possible, but I think it's a shame to have a more complete Vvardenfell, with more artifacts for example, when TR's main goal is to have "a single unified fantasy experience".)

TR Will eventually have more. For actual unique artifacts TR almost has as many as vanilla already.
Threads of the webspinner although considered artifacts, aren't unique. So in lore they are, in game they're very much not.
The topic has come up of having the threads on the mainland also. Something like that would best be handled by tr factions, as they'd be part of the Morag tong questline. Some db agents have 2 or 3 sanguine items so those would be the people worth looking at. The people with just one of them could remain as is.

Yet I have the impression that Morrowind (not counting the two expansions) has more unique artifacts/objects than TR.
And I suspect that TR will add a lot more. What worries me most is that Vvardenfell has proportionally more. If there are more artifacts on the continent than Vvardenfell, that's fine, but if a territory of the same size has fewer artifacts, then Vvardenfell will have proportionally more. It already has a lot of importance with the main quest, but it shouldn't have the largest share of the final content either.
But I trust you! Faction quests could indeed correct this "problem".

Please trust that I will make sure that the disproportionate amount of items doesn't become a problem. If you look at my plans for cyrodiil you'll see what I mean (not to mention lots of new ones that are original will definitely come through later on, that isn't on the list here).
Ideally Morrowind (as in the province) should be one of the top provinces considering it is where the main events as of 3E 427 take place and also is the second biggest province, has ties with the Daedra, Living gods and homeland of the Dwemer.
When all is said and done, Cyrodiil will have the most. But TR will surpass the vanilla game also.
It is an issue that comes up from time to time. But with planning, a very good understanding of what exists and how artifacts work, it is a non issue. People just like to see it to believe it, which is why I made this post and maintain it religiously.

While I agree with the above, I don't think Vvardenfell having somewhat proportionally more artifacts is an issue in and of itself, as, as Cicero says, the big event of 3E 427 is unfolding there, and for artifacts that have a mind of their own, artifacts that are moved by greater forces like Daedra and artifacts subject to fate and prophecy it makes sense they would gravitate towards Vvardenfell.
There ought to be more than enough artifacts to reward players with as they wander the provinces. As long as that's assured, whether the concentration ends up less or greater than Vvardenfell does not strike me as an issue.
