There are no trainers in the Legion Headquarters in the Ebon Tower. There are named people who stand in place with no extra dialogue like they are trainers, but offer no training services.

There is a trainer in the smithy, Corvia Sansalas. Not an issue then?
Added a new trainer, Maxilien
Added a new trainer, Maxilien Blasio, who specializes in marksman, spear, and block. On the existing trainer, I changed her axe skill to heavy armor since it's a Legion skill and there are no axes around to train with. I also changed her armor to heavy armor (Maxilien got her armor set).
