Just installed in OpenMW. First vendor NPC (Ahtimbar) in Old Ebonheart is rapidly bouncing up and down, jittering if you will. They don't move around, they are standing behind a stall and I don't see this problem with moving NPCs. I could swear I saw mention of this somewhere and a fix, but it escapes me atm. I have an upscaled texture pack installed, and a few other minor mods. Will upload a mod list shortly.

OK, so I have been following this modding list, in order, up to and including TR. In addition, I have also installed #20 on the list, "Intelligent Textures" upscale (HD version). In addition, all the official plugins except lefemme armor and Bitter Coast sounds. I also have fwiffy's reduced cliffracer spawns, and a teleport script for Telvanna stronghold. Finally, I use the ncgdMW leveling mod and a mod called MBSP that ties into it for leveling Magicka skills via point usage, rather than # of casts. I believe that's all of it. TR has the highest priority in the load list.
So, would "Intelligent Textures" be the culprit perhaps? I'm assuming by the absence of replies that this is not a known issue. It seems only to happen with NPCs that are placed statically, rather than those that roam. Like there is some kind of issue between their feet and the surface they've been placed on.

I get the same issues (it happens to some NPCs in interiors) using OpenMW. I don't think it is a TR related issue, and I don't know any reliable fixes. It's probably just an OpenMW kink that will get worked out over time.

I believe this is an openmw issue due to the current engine used for collision detection. I use openmw and follow the project on the forum and I doubt if there will be a fix for some considerable time. The TR team could help by slightly moving the placement of some NPCs which stand near objects such as tables. Two examples are Tiron Naren and Reema in Mjornhir's Alehouse in Helnim. The jitter on the former is especially bad.
On a positve comment, kudos for the thieves guild quest which I am currently going through. It's very good.
