About Tribunal Temple Quests in Tamriel.
Ratagos' Quests, Ranyon-ruhn Temple.
I can't make any of this quest, because the Second: Chores in Port Telvannis needs to solve "Initiation" first to join the Temple.
I can't join the Temple, because I am already member for few years now. In the original game Morrowind I jouned the Temple?
Maybe this seven quests is just for new Temple members joined just now in Tamriel Rebuilt?
I made all 6 pilgrimages in Tamriel Rebuilt, but no effect.

should be available if you completed the Seven Graces from the original game. What does Ratagos say about duties? The topic for that quest might be blocked if you have a mod that adds the topic "deliver a message"

I made "Pilgrimages of the seven Graces"
and then all seven pilgrimages from original Morrowind game:
1. Grace of Humility
2. Grace of Daring
3. Grace of Generosity
4. Grace of Courtesy
5. Grace of Valor
6. Grace of Pride
When I talk with Ratagos in Ranyon-ruhn Temple,
in topic list is NOT present topic: "Deliver a Message".
If I ask him about duties, he say: "What can I do for you, Patriarch?"
If I ask him about Seven Graces, he say: "You have completed pilgrimages of the Seven Graces."

That's different, the game usually blocks faction duties after you get the last rank.

By the way, in Fighters guild and Mages Guild I have the highest rank, but anyway I can make all new quests from Tamriel Rebuilt.
But not in the Thieves guild. There is maybe the same trick as in Tribunal Temple?

If you have the final rank then you're locked out of all quests in said faction - save for a very select few special cases. This is vanilla behavior.

I agree with Pony - you should receive the "Initiation" quest and then either be told it's necessary or optional to do three more pilgrimages before you can get TR quests. Either way, there should be some way of unlocking the new quests even if you're already at the highest level of the temple.
I suspect most new TR players are like me: finished the vanilla game and already at the top level in all of the guilds and factions. If this is the case, and since approximately half of all TR quests are guild/faction quests, following the "vanilla" precedent of blocking new quests for guildmasters would mean that half of all mod work done on TR is wasted. I don't think you want that.

Yeah. I first solved all quests in mainland of Morrowind and of horse got the highest rank in all guilds and houses.
Then I installed official expansions: Tribunal and Bloodmoon. And solved all quests here.
Then I searched for more expansions, find Tamriel Rebuilt and installed it.
That's all folks.....

This is why TR has the Faction.esp to slow progress in guilds. But this should be activated prior to questing on VVardenfell if I'm correctly??

Enabling TR_Factions when you start a game will slow down faction progress, so that you don't miss any TR content even if you finish the vanilla quests first. However, since there's lots of folk who will probably do exactly as JustComplains did, we should make it possible to play through the TR quest content even at max rank. In some factions we've already done that. In the Temple, for example, the quest givers will apologize to the player that they only have grunt-level work to offer them if the player is the Patriarch of the Temple -- and in some cases the player can even pull rank and finish some of the quests more easily. This is a WIP project, so not all factions have this possibility yet, I'm afraid. I'll make a mental note of this and make it my personal mission to have this fixed for the next public release. Locking content is no good.
