Vanilla game had some NPC and Objects whо leave island and go to the Morrowind Mainland, like this:
Vodunius Nuccius – Imperial Commoner, Player helps him to leave Seyda Neen on boat to Narsis.
Duvianus Platorius – a Census and Excise agent. He leave Vivec after player lies him that Addhiranirr get boat to the mainland. (possible he can appearance in Census and Excise Teyn Office?)
Tashpi Ashibael – escape from Vvardenfell because Ranis Athrys wants to see her dead. (can be Healer in Velothi village and under a false name)
Imperial Prison Ship – where you starts the game. (this is a lot things can do with him)
Caius Cosades – leave Vvardenfell to Cyrodiil, but according to the note from TESIV, he stayed on Morrowind Mainland.
You have plans to them?

A little quest or mention of each of them would be neat. I don’t know if there’s any plans for them though.
Only one I’m not sure of is Caius Cosades, since he’s such a major lore character. (I’m entertaining the notion of finding him happy and “retired” in the back of a skooma dealing brothel, however. ) The Prison Ship also probably returned to Cyrodill, but maybe Jiub got dropped off somewhere to start his crusade against cliff racers.

Oh yeah please, let the retirement of Caius in a skooma brothel and the crusade of Jiub become a reality!
Maybe even allow the player to help Jiub with his crusade in a questline! That would be pretty funny.

If seriously, I have a couple of ideas about this.
Jiub Quest
In Old Ebonheart docks Player can find that Imperial Prison Ship. Redguard on the upper deck glad to see you. He said that when ship docked to replenish supplies, Jiub under cover of darkness managed to escape. They can not continue their journey until they find him. Because Player conducted with him come time and know him a bit of, perhaps Player can help guards to find and return him. Redguard advises to ask people on the docks, as well as criminal elements in the city.
Hides-in-Mud says that he see a Dunmer who leave docks and walk to the city, but he walked openly, without hiding so argonian thought it was an ordinary crewman.
Local commoner in city says that some Dunmer with scar steal his purse and disappeared into the alley.
In Theves Guild known nothing, but they impressed in his skills, and acked player if he can find him, guild gladly accept Jiub as a new member.
Guards on streets says that he can not levae the city, because in this night city patrools check everyone who leaves the city. And if Player want to know more about who leaves the city, try to ack Ingirid in Western Gate Tower.
Ingirid give you a journal where recorded all who left the city. Player need to be interested in one of the records: “[NPC NAME]'s wagon loaded with hay went to Dondril. All taxes have been paid, the search promoted.” (of course Player can check all persons who leaves OE, but they are a false trail.
Unesa Sadrathi says that at this night was stolen guar out of the stall. He was her favorite, and she asks for it back. Another guar in the stalls was his fellow and he can find stolen one, by smell, but he need someone to follow him. If the player accepts, she frees another guar and guar starts to run towards where the stolen guar.

I think a third option should be present to avoid responding and simply leave the PC uninvolved, especially for players who miss all of the evidence and stumble on Jiub by coincidence, and are reluctant to commit to any questlines until they know enough about the quest to make the decision
As for Cosades, I think we’d need to be careful to make sure that it doesn’t feel anything like pandering, since I don’t think the average player is aware that Cosades never actually went to Cyrodiil.
