So after their quests are done, a number of NPC's are said to move either to Morrowind's mainland or another province. This was something TR discussed in a meeting back in 2019. I thought it would be good to have a running list in addition to the list on the meeting summary as PT/TR will no doubt add more such characters and one from vanilla were (and maybe a few still are as of yet) missed. Below is the original list with an addition of my own. If there is already a thread on this or if it is in the wrong spot, feel free to move/ give it the Anumidium treatment.
Moving NPC list
- Vodunius Nuccius - leaves Seyda Neen (to Narsis) as part of a misc quest. His TR journey goes from Teyn (lost his money) to Almas Thirr (unknown reasons) to Tear (slave pits). He truly is very unlucky.
- Caius Cosades - supposedly recalled from Balmora to the Imperial City as part of the main quest. As per TES IV canon, spends time in Kragenmoor and later travels to the tomb of Uriel Septim VI.
- Tashpi Ashibael - leaves Maar Gan for the Mainland as part of a Mages Guild quest. Might also be killed by the player.
- Jiub - unknown fate, sent somewhere after the character setup. Other mods can take care of him.
- Prison ship crew - sailed somewhere after the character setup. Might be docked in Thorn in Black Marsh or hang out in Ud Hleryn.
- Duvianus Platorius - left for the mainland searching for Addhiranirr as part of the Main Quest. He leaves for the mainland (or alternatively goes down to the Underworks after directed there by the player). Could show up in the Ebon Tower Census and Excise office.
- Hlormar Wine-Sot - one of the Naked Nords might have left for his home in Windhelm after his misc quest concludes.
- Fast Eddie - does various quests on the mainland during the House Telvanni questline. He should be kept in mind for Telvannis.
- Larienna Macrina - Quest Npc from a Fighter's Guild quest. Leaves for an unplundered Dwemer Ruin near Blacklight in pursuit of Hrelvesuu (Apparently she actually just sits around near where the quest ends for the rest of the game, but I'd call that a bug/oversight as Hrundi says she's already gone. Bethesda gave TR a free quest hook, it would be a shame not to use it)
- Sondaale of Shimmerene - She travels to Sotha Sil once she is rescued from Telasero. "Last I heard, she was trying to get permission to study in the city of Sotha Sil." - Hrundi
- Tymvaul - A Nord necromancer in Bloodmoon, in one ending of his quest leaves Solstheim to find a place to study proper magic. He could show up in Winterhold or a mages guild somewhere. He may also have been killed by the PC during the quest.
- Athellor - The High Elf noble who gives the Snow Elf related quest in Bloodmoon. He will leave for Skyrim shortly after the quest to explore the topic further, after a drink or three of course.
- Qa'Dar - A male Khajiit slave in Sadrith Mora. A khajiit npc mourns a lost, presumed dead, husband and thieving partner of the same name in TES4's Leyawiin. It could be a coincidence or the same individual. If we take the latter view, this npc could be fodder for later quests if freed. Perhaps he goes to Leyawiin and meets his future wife there or originated there, already married, and seeks to return.
- SHotN: Ahk'nir - leaves Karthwasten for Whiterun as part of his misc quest.
- SHotN: Gurskar - leaves for Hraggstad when cured in misc quest
- SHotN: Sharga gra-Behk - she and her two guards return to Orsinium after their quest
- TR: General Casik - Retires to the Imperial Province if judged innocent
- TR: Fulmenia Crassian - At the Soanix Party, is said to be a lady-in-waiting from Castle Leyawiin. Is likely there before and after the Old Ebonheart TG quest. Incidentally, the Soanix family originates in Leyawiin, so the relatives may be there or somewhere else in Morrowind (or nowhere at all) before/after the party.
- TR: Hormidac Farralie - Breton Knight of the Order of the Fiery Hoof, leaves Morrowind, presumably to his homeland, after his misc quest.
- TR: Tiunia Veltrus - Imperial Cult healer in Helnim, she returns to Cyrodiil after an IC quest.
- TR: Nolullis Vandarian - Along with his guard and acting troupe, goes to Kragenmoor to perform after their carriage is repaired.
- TR: Llavali Ules - If you let her live during Awoke and Broke she will disappear with 1000 of your gold, perhaps she could appear later somewhere in Morrowind living large off your money or maybe she really is long gone.

https://www.tamriel-rebuilt.org/content/2019-08-04-meeting-summary has the list which was copied into the OP.
https://www.tamriel-rebuilt.org/forum/about-travelers-vvardenfell has an incomplete list and is older. This is probably the one.

We can move this to the 2016 thread if you want, but that thread is in unsorted and I don't really see the point.

The Helnim IC quest Harbor Haunting features an NPC who (provided they survive the quest) moves to Cyrodiil https://www.tamriel-rebuilt.org/claims/ito-helnim-imperial-cult-questline

Not a travelling npc. But Fast eddie steals items from the mainland. Could possibly do a fargoth ring situation with those items for telvannis.

I didn't know this thread exists. The ship The Rivenwake travels to an unspecified location in western Tamriel after the end of one of the Andothren Hlaalu quests. Following some discussion on Discord, Skingrad might be the best option (somewhere in High Rock would work as well).
