Yes, I know, the player can't buy any furniture in a base game. However, there should be furniture shops in-universe at least in the big cities.

Plus, there are mods outthere that allow the player to furnish their homes. Thus those furniture shops could be used by modmakers instead of dropping just another shop on Balmora marketplace.

On a similar note, wouldn't it be prudent to have a couple empty houses "for rent" in the big cities?

There is a furnisher in Firewatch, in Vaynth Quarter

There will be Hall of Furnishers and Caravaners in Narsis, so shops will be there.

The vanilla game does not have empty houses for rent; TR will follow vanilla in this manner. There are, however, a variety of house mods available for TR, many of them made by our developers. You can search the Morrowind Nexus for them.

We also have an idea to leave designated spots in cities open for these player house mods. We even have a special editor marker for it in Tamriel Data, but I'm not sure if that's already being used or not.

Regarding houses for rent, I don't mean houses for the player to live, but rather free buildings for modders, who would add some new establishments into the game. They could repurpose those empty buildings as shops instead of squeezing new shops somewere they wouldn't fit or dropping them somewere they wouldn't make sence.

I specifically think of Old Ebenheart. If someone wanted to add a new type of establishment, it would be the most logical place to do so. Yet, it's allready filled to the brim with buildings.

Yeah, that's what we mean by the "house mod" editor marker. A space designated to be left alone by TR, so that modders could add their own stuff in there.

As for just leaving pre-existing building empty on the chance that a modder will fill it -- most likely not. 90% of TR players likely won't use said mod and they will just encounter an immersion-breaking emptiness. But you can probably just repurpose some existing residence for your own mod. There are certainly some dwellings that are not used in quests and since TR_mainland is an .esm, you can just have it as a master file for your plugin and edit it at will.
