Pardon the clickbait title; it was just to good pass up. The question is whether Morrowind has had enough asset replacers made to construct an iso to be used with openMW in which the game is completely made by modders. (And, interestingly, might be possible to distribute freely.

Basically, no. The reason I say so is for a couple of reasons: 1), most of the game “Morrowind” is in the placement of said assets, the quests, dialogue, scripts, etc. So anyone who wants to play Morrowind has to still have the original game anyway.
As far as a graphical update only goes, I suspect that most of them have been remade. The question is then, which ones do you want? There’s always MGSO, but many people have issues with it, preferring different visuals. Essentially to do what you would like would mean making a different version of MGSO, which is totally fine! But a lot of work, and you’d have to verify that everything was 100% remade before you start redistributing it. Bethesda can get touchy about that sort of thing.
It is an interesting idea, though.

If you forgo the bits about OpenMW and some changes, then SkyWind is project that try to accomplish that.

Don’t forget that all assets of Skywind or Morroblivion are (C) Bethesda/ZeniMax Media, even if they are converted to the other engines.
You still NEED TO LEGALLY OWN Morrowind to use any of those assets.
The more I venture into the realms of wisdom, the more I realize that all wisdom is nothing but illusionary and theoretical.
So, in order to go completely illiterate and bogus, I need to know more about everything.
