Old Ebonheart and Ebon Tower Brainstorming

I thought it would be best if we got back to Old Ebonheart and start brainstorming again, and that OE gets its own forum topic for it.
We're not looking for concepts as OE is already in TR, however we are currently looking for creating more NPC's for OE, specifically high ranking Imperial NPC's in Ebon Tower(OE's Castle), other ideas and suggestions are always appreciated.

Oh, quest ideas in the old forums. So hm. We’ve got…

Premise: The player needs to go around to merchants in town and “persuade” them to pay their dues to the Baker’s Guild.
IMO: Mechanics of this one are a little strange. Who is the Mother Alessia and why are they responsible for collecting the dues? Especially if they are a failing business. I think we could turn this one into the Thieves Guild collecting “protection money” from all the shops in town, or just one shop, the baker’s shop, in particular. Player still has to run around persuading people to pay up, but the logic behind it works better. And throw in the baker’s shop to keep that lovely quest name…

Premise: Imperial Cult member is asking for the player’s donation to help rehabilitate a beggar.
IMO: I really like this one, as it breaks the mold of quests being mainly for killing or exploring dungeons. I would suggest even going so far as to turn it into a series of quests for the Imperial Cult faction, where there are several beggars to help. Some need straight out gold donations, but others perhaps need the player to acquire other items to help them start a career. One beggar needs a set of cups and plates and some ingredients because they want to start a restaurant, one needs a set of Expensive clothes because they are applying for a job up at the castle, one needs a mining pick...etc, etc. Make use of some of those items in the game that have no real value otherwise.

Premise: Two Imperial aristocrats are competing over who can collect the most expensive (insert item here, probably Dwemer stuff). The player is to obtain one of these items and then choose who to sell it to.
IMO: I think the strength of this quest is in playing the two nobles off each other, and should then be focused on that instead of the fedexing the quest item back from a Dwemer ruin (which is pretty standard fair, and hence “meh”). So this could involve going back and forth between the nobles, perhaps playing tricks on them to get them to raise their buying price, blackmailing them with secrets the other noble provides you, etc, etc.

Premise: If I’m reading this right...a scholar is researching Ebonheart history and wants the player to help them find evidence.
IMO: A quest very much needed, I think, especially as Ebonheart as portrayed in TESO as a Dunmer town AND there’s the confusing fact of the other Ebonheart across the Inner Sea. However I’m uncertain of how to pull it off, as I don’t know that much about Ebonheart history. As is, it sounds like a fedex quest and kind of meh. Exploring the underwater ruins out past the harbor might be an interesting edition. The player could also interview some Dunmer about the town, and get an earful of how they hate and/or like the town. Another possibility is talking to a ghost who has been haunting the castle…?

And throwing up this old idea of mine for consideration again:

Premise: An Imperial is trying to start up an egg-mine. They run into a few problems with this venture, namely getting an Indoril to sell them the landspace required, and obtaining kwama who don’t attack each other due to not being from the same colony.

As always, the old forums are full of nice and already worked-out things, we should really pay more attention to what has been written.

As for the quests: The kneading the Dough quest and keeping up with the Janusses, would be excellent if there were to be a merchants guild (See http://www.tamriel-rebuilt.org/content/2016-06-18-meeting-summary, Imperial Structure, first paragraph ) that would probably be run by the EEC ( East Empire Trading Company) ,  your own quest The Clueless Egg-Miner would also fit under that category, all these quest will need to be worked out though, although they all seem very viable.

The Beggar quests ideas would be nice, the same count for investment quests (again, with the EEC).
(Imagine: The Nerevarine King/Queen of Beggars!)

I do not know the history of Old Ebonheart myself, in TESO or Tamriel Rebuilt, such an idea would be better worked out by another developer, who knows these things.

A quest design I liked a lot from the old forum:

Tondollari

Temple area St. Seryn's Infirmary is a very short distance from OE.

I have a plan in mind for a short, three-part questline for Temple members, questgiver being Alv Llethros.

1.) Alv tasks player with assisting the shorthanded Guild of Ratcatchers in clearing out the vermin of some infested place in OE, maybe sewers, to help stop the spread of disease. The ratcatchers are Dunmer natives, a minority in OE.

2.) Alv asks player to seek out a fortune-teller in OE, who gives people false impressions about Temple beliefs (she conflates Daedra worship with Tribunal worship). Player will have to convince her to drop mentions of the living gods from her act.

"i3-218-Imp - Street vendor home - Home of a street vendor, a woman who sells herbs, Ashlander baubles, charms and cures, and dresses in Ashlander clothing (all part of her act, none of it is genuine). Might even be non-Dunmer for extra fauxness. "

3.) Some time before PC's return, Llevari Uvelar (already existing) escapes the infirmary, and Alv asks you to look for her immediately. Llevari Uvelar is an Ordinator of War, driven nuts by a cursed trap laid by a cave-dwelling necromancer. Alv will tell you her last words before leaving, which should give a clue as to her location. Questline completed after finding her.
