Factions to be added in the Data

There are two TR factions that do not yet exists as in-game factions in the Tamriel_Data. These are the Imperial Navy and the Imperial Archaeological Society, both of which have their Morrowind headquarters in Old Ebonheart. It would be very useful to have them as proper Factions. After scouring through the old forums I found some threads that discussed the Archaeological Society faction; its ranks, favored skills and requirements. Navy had no such thread, but it should for the most part follow the Legion in terms of favored skills and requirements.

I've taken the liberty of making a proposal of what the two factions could be.

T_Mw_ImperialNavy "Imperial Navy"
Favored Attributes: Endurance, Personality (same as Legion's)
Favored Skills: Athletics, Spear, Long Blade, Blunt Weapon, Block, Light Armor (Legion favors Heavy Armor--otherwise these skills are the same as theirs)
Ranks: 0 Deckhand, 1 Oarsman, 2 Mariner, 3 Boatswain, 4 Captain, 5 Knight Argonaut, 6 Knight Commodore, 7 Knight Navarch, 8 Knight of the Drake Helm, 9 Admiral of the East Fleet

T_Mw_ArchaeologicalSociety "Imperial Archaeological Society"
Favored Attributes: Intelligence, Personality
Favored Skills: Armorer, Acrobatics, Mercantile, Unarmored, Speechcraft, Security 
Ranks: 0 Digger, 1 Assistant, 2 Excavator, 3 Senior Excavator, 4 Historian, 5 Curator, 6 Dean of the Society

I've attached an esp file with these two factions. I had forgot how tedious it was to add the Reactions from and towards other factions, so those are only partly finished. Generally other Imperial factions (sans the Thieves Guild) would probably react favorably to the Navy and the Archaeological Society.

 I would imagine the native institutions would have a negative response to the imperial archaeology society, seeing as they are digging up tombs and ruins that they would want left alone, correct?

Oh yes, absolutely. The Temple, Dres, Indoril and Redoran would hate them. Hlaalu and Telvanni would probably be indifferent.

Does the IAS have an official mandate? Are they fully funded by the empire through taxes etc to dig up neat stuff?

IIRC, all Dwemer stuff officially belongs to the Emperor. So the IAS would have an official mandate. They dig up Emperor's lost stuff.

Woud Imperial Navy be player joinable? Because I'm not sure how we could do sea battles and such with TES3's engine--it's a bit of a buzz kill to sign up for a sea-based faction but then only do land-based tasks for them.

I might suggest Personality be changed to Strength or Agility for Imperial Navy also, unless we imagine them making a lot of contact with the native populations and not just patrolling the waters around them. Unlike Imperial Legion who are stationed in the same areas with natives and so need diplomacy, a Navy is more like a satelite.

IAS ranks are a little slim--suggesting the titles Professor and Assistant Professor for two more, perhaps Laborer instead of Digger, Foreman instead of Senior Excavator or as the next step up.

there was a mod that had some sea battles that took you out on a boat into the ocean (onto previously disabled statics) and had you ready gangplanks to board other ships. I could imagine with some light scripting a few naval battles aren't out of the question.

I would imagine many early quests revolve mopping floors or prying barnacles off ships hulls. You could also spin it with a "marines" angle and have the boat reach some far locale that the navy does battle on

Looks good - will merge them when this discussion is done and I still have the file checked out.

Two things:

  1. What about the Imperial Coastguard, though?
  2. The Mages Guild should be neutral towards the IAS and vice versa, since history is magic and the Mages Guild succeeds where the IAS fails by virtue of being more powerful and less scrupolous, something which would fire up rivalry.

Hold on - why exactly is it neccesary to define the navy as a seperate faction? Couldn't its members just be added to the Legion faction? Most in-game sources make almost no distinction between the two groups, and as mentioned above there is little plausible naval content to enjoy for a player (and, if the player can not join the faction, there is almost no benefit to adding this group).

If you do add this faction, I would suggest naming it the East Navy: mention of the West Navy is frequent in several sources (PGE 1, notably) and would help distinguish it from other province-added naval factions (the West Navy in eastern Cyrodiil, in other words). If TR wants to add this we'll probably add the West Navy as a defined faction in Anvil, but I do have to note that I don't really see the point.

Coastguard falls under the Census & Excise office, maybe? There's mention of swift "cutters" being used to intercept smugglers in the Bitter Coast.

Indeed, the only point to the Navy being a separate faction would be making the default Legion dialogue and topics unavailable for them (wouldn't know why) or giving them different generic dialogue.

Yes, this is mainly for dialogue stuff (though, come to think of it, does the Navy need generic dialogue different from the Legion?). I also thought that since it's implied that there's a separate branch of the Imperial military known as the "Navy" it would make sense for it to exist as a faction.

In all likelyhood the Navy won't be joinable; it seems a bit redundant IMO when we already have the Legion.

Dialogue can also easily be done by restricting it to class (sailor, for example), location, or other qualifiers. Faction is easier, and there's not really a big problem with adding it - except perhaps that a player who joins the Legion won't be able to enjoy faction benefits in navy bases. But it seems redundant to me. There are plenty of "flavor" factions that don't really exist in a technical sense.

That may depend on how exactly the navy and legions interact. Do they have the same chain of command, i.e. does a Legion commander also command a support fleet, or are they more divided?

So far an Eastern Navy faction does sound like it allows more interesting opportunities down the road for questing, and it would make it easier for NPCing and dialogue.

Even more names to think about: Antiquarian, Tamrielogist, Polyhistor, maybe for a low rank members some funny names like Looter, Pillager, Plunderer, Garbologist, Scrapologist.

I've added them to the current in-progress data addon, with the Mages' Guild relationship to the IAS set to 0 due to them stepping on each other's toes (as well as the Imperial Cult, as I reason they'd come across as grave diggers).
