Description

Saprius Entius has commited murder, is saved by the Legion player in Vivec and escorted to Ebonheart, where Frald the White will ship him to the mainland so he gets an Imperial trial instead of being trashed by ordinators.

This would take about 5 minutes to do.
Make a duplicate NPC, put him in prisoner clothing ( the same you start out with at the start of the game )
And attach a simple script that checks journal entry for the quest. (Obviously he couldn't be in prison if he's in vivec or dead) and disable/enable accordingly

I just think maybe he could say something important to the PC in dialogue but I don't have any good ideas.

It did cross my mind that he could ask the player for a scroll of divine intervention so he could get out of his cell and have a chance to escape but that seems out of character for him. Then again facing a murder trial can change a persons outlook on life.

Hm. If we go the other way and assume the guy got off, you could play it as a rumor in the Barrister's Guild. "Remember that guy, the one who got cornered by Ordinators in Vivec?" "Oh, yeah, wasn't he wanted for murder or something? I'm pretty sure he got off, on the condition he be reposted in Cyrodiil..." or whatever.

How to make it into a quest with player interaction though...

Maybe he is still awaiting trial, but needs the players help to get evidence proving his innocence or justification for killing.

It just seems to me there should be something more than just a cameo appearance.

Some thoughts about this quest that were batted around in Discord:
The Imperials may mistakenly believe that if the Ordinators had been allowed to punish Entius, it would be something terrible, like made into a bonewalker, into a slave, etc. While this probably isn't true, yay prejudice and cultural misunderstandings.

The Indoril, for their part, would probably coonsider it a political scandal that the Imperials have as good as smuggled Entius out of Vivec and the proper jurisdiction in which to punish him. 

As far as a simple quest, one might be that the Imperials Legion needs to move Entius from one ship to another in the Old Ebonheart docks (because the one he came in on isn't sea-worthy, to throw off pursuit...etc). They send the player to convince the Indoril dock people to leave the docks shortly (bribe them with a round at the local tavern, start a brawl, etc) so that they can do this without witnesses. This might be best scripted so that the player needs to complete it at a certain time of day, or fails the quest. (A fail state should be included in case the player is a Temple/Indoril sympathist.)

Late fact-checking: he's actually sent to stand trial in the Cyrodiil mainland, not in Morrowind. It's also supposed to be a time-sensitive transit if any (5-10 days after original quest completed)
