Vandirelyon Chimeri stronghold south west of Othmura that is going to be the central piece for the Othmura Mages Guild questline.
This should be a good opportunity for puzzles and various challenges that require magic skills to progress - a collapsed bridge for levitation, a narrow hole for telekinesis, a Daedric sigil gate (see Firewatch Mages Guild).
Falora Daren, a Bouyant Armiger in Almas Thirr's Temple, is taking the pilgrimage of Veloth. Her glass sword has gone missing, however, and she can't move on from Almas Thirr until it's found. Given the rivalry between the light-hearted Buoyant Armigers and the more solemn Ordinators, the Armiger's pride makes her ask the player for help instead of the Ordinators.
A man in Almas Thirr waistworks, [DEVOTEE], who has committed a "great offense," is fasting during his entire pilgrimage and is obviously starving to death. People make note of this with a sort of grim respect, and he says he is doing it to "die without regrets."
Bidsi Omathi, A pilgrim in Almas Thirr's Hostel of the Crossing, wants to add a line to a dedication her grandfather left in Almas Thirr on his pilgrimage as a younger mer, as his father did before him.
The Office of Recording is not letting her see it, though, and she asks you to take the matter up the chain to Moram Llervor in the Office of Intercession. She also mentions that Adosi Biran in the Limping Scrib offered to help her, but his fee was too high.
There is a new minor Dunmer noble in Roa Dyr (either in the Crossing of the Lamps, Glass Hall, or Statemen's Hall -- find a place that isn't too full of NPCs already). If they don't dislike you, they will mention that they wish to confess some terrible sins to a priest and reconcile with gods by donating their worldly possessions to the temple. However, they fear their sins are "too dire" and are afraid to speak with the priests in Roa Dyr themselves, so they ask for the player's mediation.
This idea is of a silly type, like some vanilla quests. A foreigner, a red-haired wizard named Giacinia Andelius, stands in one of the corners of the Upper Waistworks, and has a pack rat beside her (see image for inspiration).
When talked to, she complains about local establishments, like shops or taverns, being rude to her and calling her rat a lowly vermin. While the rat is in fact her good friend Juni.
An Argonian named His Eyes Are On You -- an Imperial Legion operative -- stands on Veloth's path east of Eravan, before the road branches off to Roa Dyr. He has eyes on a target hiding in the Indoril Chapel - a Dunmer rogue.
Two traveling merchants have made a temporary stop in Rolis Hlor's tradehouse. However, one of them is depressed, and his friend asks you for help.
His friend is cursed and has no will to continue their journey on the Veloth's path or even business in general. He thinks about quitting, but lacks the will to make a decision. The truth is, he had a quarel with a priest at a certain point of their journey, and the latter put a spell on him that drains Willpower.
