It might be a bit random, but I’ve just had a really good idea for a quest, which should take place on the mainland of Morrowind in my opinion. A bit of investigation going on in it, don’t want to spoil until I finalize the details. And for the purpose of the quest, I need to have a small Imperial settlement with Fort, but no guilds. Kind of like Pelagiad in size. Preferrably, somewhere near border with Cyrodiil. And the town will all be a large crime scene, so it really shouldn’t be cluttered with other quests much.
Okay, I know it might sound a bit like rubbish, because you already have planning in place and it might seem wasteful to create a new town just for the quest. But I only want to know what would be the best place for it. Where would it be both meaningful and at the same wouldn’t clutter the world too much? I am currently thinking of turning Septim’s Gate Pass into a town, but could it be a bad idea? Maybe it’s already removed from TR? Right now it fits my idea perfectly.
Just tell me what you think would be best. I will do all the work myself, including exterior, interiors, characters, dialogues, scripts, journal, etc. It would be either a mod for TR or maybe you would like the idea and include it into the project, it would be up to you. But I want the place to make sense in terms of geographical position and political structure.

I’m not sure if there will be any Imperial towns with forts near the Cyrodiilic border. As the Hlaalu are so open to Imperial presence, it’s more likely the outlanders would just live in Hlaalu towns, and there may be no real need for forts other than the border garrisons because, again, the Hlaalu might provide Imperial soldiers with garrisons in their own towns. The major Hlaalu settlements of Narsis and Kragenmoor are also near the two border passes to Cyrodiil, so I’m not sure whether there would be much room for a small town near either of those. We haven’t created (or are far from finalizing) those areas, though, so it’s hard to say.
Of the existing locations I’d suggest either Teyn or Cormar, but both locations are far from the border. Teyn is probably the better bet, as Cormar may be changed in future and I’d say it is more likely to play a large role in quests.

Okay, the overall theme of the mod is going to be finding out a vampire among the townsmen. I want it to be a master vampire from Cyrodiil, so he hides himself well among the people. And yes, I know, the idea is cliche, but I want it to have a very interesting form. Not only the quest will have a time limit, because people will keep disappearing until you find the murderer, but also who exactly is a murderer is going to be randomly chosen from four different suspects. I am not too familiar with Morrowind scripts, but I do believe it is possible, even though slightly tricky. But I have thought of how exactly it’s going to play out, what actors will be involved and in what way, plus most other details as well. I only need to write the dialogues and quest log, build the town with NPCs and script it.
As you can see, the quest is quite extensive and requires a town free from other quests, otherwise it will screw everything up with people disappearing, etc. It would be also nice if the town was standing right along Cyrodiil border, preferrably even as a border passage, but not the most popular one. It’s only because one of the suspects is a wealthy merchant, who for his own reasons would prefer to use this path and not the other one. Plus it fits the idea of the mod very well. I want it to take place at the border, which is not yet Morrowind, but already not Cyrodiil. The town would be quite small, but previously more populated, so it would have a Fort, a blacksmith, an alchemist, a clothier, one mage’s tower, one nobleman’s manor, an inn, small church and a graveyard. Total of 15 unique characters (2 dead) and around 20 generic (10 guards and 10 commoners).
That’s why I asked about Septim’s Gate, which seems to be removed from TR nowadays. It would’ve fit my plans perfectly. Even though I am not sure if TR would be interested in such a quest, since it has no effect outside of town and doesn’t tell too much about Morrowind, I still want it to be as well done as possible, even if it’s going to be only a mod for TR. I will definitely realize the idea, but what would be best place to do it exactly? Probably nowhere
I know, the idea might seem very random, but I believe that if there is a place for such a story, it must happen on the border of Morrowind and Cyrodiil. Maybe later I will be able to contribute to the Tamriel Rebuilt in a more meaningful way, but I want to test out my skills with a sort of independant project first. Both as a quest writer and as a modder.
