City of Necrom - Really finished?

So I'd like to give my personal feedback regarding the city of Necrom. I hope this will probably fix some of it's obvious problems.

First, as far as I am concerned, the eastern part of TR is fully finished, right? If this is the case, then here's my little problem:

I will try to keep it short, since there isnt much to say about it, but in my opinion, the city of Necrom looks very W.I.P. The few times I visited the city, I had the impression it was under work. The city seems really undercluttered and the NPCs are lacking. It took me a few moments to actually realise the town even had NPCs (excluding the guards). Maybe someone should take a closer look at it, in the CS?

I am sorry if this sounded a bit accusing or harsh, but there seems to be a problem with the city, in my honest opinnion.

Necrom isn't finished. It is bound to play significant role in the main quest and thus it was left behind, so questing can catch up.

I see. Well, I wasn't really talking about the quests or anything like that. More like, the obvious lack of NPCs and/or clutter.

TR does not and will not have a main quest. Foul Murder is not intended to be one.

If the city above Necrom feels lifeless, then it's working as intended. The quests will give it a bit more attention, and I've added a few ghosts for the next release as well, to flit around and give it a bit more otherworldly feel. Anything bigger (and there were suggestions) is currently off the table as too much effort redoing existing things.

Come to think about it, a lively Necrom would not be fitting, haha. Also, where did the Undertaker even get the idea of a Main Quest, if not even the Devs don't know about it?

Well, it is a major pilgrimage site (maybe THE one) and final resting place for a lot of Dunmers, so while its stable population could be somewhat limited I guess the city should see quite a lot of coming and going. Correct me if I'm wrong but the whole Veloth's Path effort seems to go precisely that way. This can also be solved through quests of course, as Atrayonis points out.

I would like to see some little groups of people mourning here and there, and because they are aranged in a circle, group, I still think the player would get some feelings of isolation and not wanting to disturb the mourning groups, still fitting the atmosphere of the city IMO.

It wouldn't have to be much maybe groups of four and three and a force greeting, that they do not want to be disturbed right now.

Sounds good. Or maybe some sort of priest preaching, with a few people gathered around him.

I put a mention of Foul Murder as a post-main quest questline for the Nerevarine in the status update article. It seems to have mutated into meaning "TR's main quest".

I've encountered this on Reddit and elsewhere as well, so the miscommunication has to have been on my end.
