This topic aims to discuss potential interiors for the city. Attached to this post is a map with the interiors numbered, along with a spreadsheet to keep track of what is what.
I would advise splitting the fortress into two seperate claims. Perhaps even three to account for the walls. The building with the slated roof is meant to be a residence for an EEC governor, who originally was thought up to be a Hlaalu noble. This was part of the original concept where Cormar was a Hlaalu/EEC co-op charter town. The western building is more of a barracks and typical fort.
Lake Cormar is well known for its fresh water coral, and has an abundance of fish and pearls. Also, here there be dreugh. I believe the surrounding region is also rich in certain minerals.
My search-fu fails me, where can I find the original concept? In my mind the town plays a role in the Solstheim EEC enterprise and in keeping the fragile balance between Nords and House Redoran. A EEC/Legion hybrid of sorts. There is also a big Dwemer ruin nearby, so maybe IAS or Mages Guild can be represented here.

part of the town is sitting on top of the city border (the southernmost tower is downright outside). a bit annoying.
Cormar does look good though. I wonder what's the business Empire/EEC is running here?
