In this quest Duvianus Platorius can be pursuaded to look for Addhiranirr on the mainland. If he isn’t currently in TR, should he be moved somewhere if the player chose that option?

Yes and there are more that move to the mainland, here’s a list from the old forum:

Tashpi Ashibael (sp?).
Leaves from Maar Gan. Goes to ??? somewhere on Western mainland.

Vodunius Nuccius.
Leaves from Seyda Neen. Goes to Narsis.
Possiblity for quests to build his fortune/destroy him?

Odral Helvi (can't remember when he leaves, but he does)
Leaves from Caldera. Goes to ??? some big jail/court somewhere.

Saprius Entius
Leaves from Vivec. Goes to ??? an Imperial court.

Drinar Varyon
Leaves from Ald-ruhn. Goes to ??? an Imperial jail.

Slavehunters from Ald Velothi. (House Hlaalu quest)
All leave from Ald Velothi. Go to ??? North-West mainland to become mercenaries.

Fast Eddie (Telvanni Mouth for the PC). He heads off to Firewatch to get one of the two items he "acquires" for the PC as part of his tasks.

Might be fodder for a mainland Thieves Guild quest somewhere. Hmmm.
