I'm new to the forums, so I apologize if this isn't the right place to post my problem.
I'm running Tamriel Rebuilt 15.12 on OpenMW. I have pretty much the same issue as this Redditor, where nearly every vanilla Morrowind NPC can summon bears and wolves. Since my character is a low level, it makes it almost impossible to play.
How do I fix this issue?
Right now my plan is to open Tamriel Rebuilt in the Construction Set and manually delete the summon spells - except I can't find them. I've never used the Construction Set before. I loaded Morrowind, Tribunal, Bloodmoon, TR_Data, and TR_Mainland into the CS, but when I open an NPC that I know has the summon spells, they're not showing in his spell list. Does anyone know the spell's name so I can delete it?

Bug titles are the best.
I've made text dumps of the spells in the public release files (TR_Mainland, _Data and _Preview) using tes3cmd, and none of them seem to have anything to do with bears, so unless I'm missing something TR doesn't add anything using those spell effects and shouldn't be the culprit. The only other possibly related thing it could modify (and I do hope it doesn't) is game settings if there are any for how NPC spells are automatically selected, the workings of which are iirc entirely mysterious to all, but even then you should have seen the corresponding spells in the NPCs' lists.
The spell is "Call Bear" (you can find such things and their IDs using Edit->Find Text) but for the reason mentioned above I doubt deleting it would help - does the bear thing happen if you disable TR? If not, I suggest you load half of your plugins / the other, check, and repeat until you find the one responsible.

So I tested a bit more, and it turns out it's actually an issue with the Fatigue and Magicka Overhaul mod. What's weird is that the issue only happens when I start a new game with the mod's .esp loaded. If I create a character with only Morrowind and the expansions loaded, save the game, then load the save with the Fatigue and Magicka Overhaul mod loaded, NPCs don't summon bears or wolves.
I've confirmed that it was the Overhaul mod by loading it into the Construction Set. A lot of NPCs have BM_SummonBear and BM_SummonWolf spells.
Anyway, now I need to figure out how to salvage my current save. I said he was low level, although I've made a fair bit of progress with him and I'd really rather not lose it. Is there some way to delete the spells from a large number of NPCs' spell lists without having to click through each one manually? Or some way to override their spell lists to match vanilla Morrowind?

So you have NPCs whose available spells are stored in your save rather than defined by plugins? Should only be NPCs you've met (loaded), I think? I've successfully fixed saves using Morrowind Enchanted Editor in the past, if it comes to that.
A possibly easier solution: - load all your mods in the CS and delete the two BM_ spells themselves from the Spellmaking list, - save this as a .ESP plugin, - load your latest save with it (might need to update the save first through WryeMash), - create a new save. Then you could also delete the spell-deleting plugin. Not sure if that would work.
If it doesn't, you could instead edit the spells to prevent whatever the mod is doing that makes NPCs select it, or to give it a magicka cost that no NPC could afford for instance

Thank you so much! I took your advice and just made the cost for the spells something like 99999, and now the NPCs stopped casting it. Thanks again!
