Actual Elder Scrolls have appeared in both Oblivion and Skyrim as in-game items and as part of questlines, which (to my knowledge) wasn't done in vanilla Morrowind. Are there any plans to include any Elder Scrolls (or even just references to them) as part of the quests in TR or PT?
If you think that an answer to this would spoil upcoming planned content you could just answer whether you consider mentioning or including Elder Scrolls as a quest element or item lore-friendly at all in the context of TR

Probably in the imperial city if they are going to show up. I don't think we need them anywhere else.

Generally, the problem is the overinflated use of the things - they are even regularly used as capture targets in ESO. They should be something that's in the background and used by experts.
References should be okay, but I don't think we have any plans for these either, at the moment.

From what I understand, Province: Cyrodiil (part of Project Tamriel) intends on keeping the original concept behind the Elder Scrolls: that they are three immense building-sized scrollcases underneath White-Gold Tower, with all other more conventionally-sized "Elder Scrolls" being impefect copies or transcriptions. Since TR aligns itself with Project Tamriel on lore issues such as this, I doubt we'll have a need to include Elder Scrolls in TR at any point.
