These are just a few ideas I had that might be usable for minor scatter quests (not tied to a specific region).
The first idea is to have an NPC in an inn who wants to Flyte with someone able to keep up. Alter the NPC's conversation responese so that he gains disposition (but not fight) after sucessful Taunt actions and has some unique dialog (poetic insults) to go with it. If you manage to get his disposition to 100 and do this, he'll either reward the player directly (a magic item or gold) or offer to help them in battle. Not sure which race would be most fitting for this.
The second is a bit more involved. While exploring an ancestral tomb, the player will find a peaceful ghost in the second to last room, and a magically sealed door to the actual final room. The player will be able to talk to the ghost, who will explain that he is some important family member's spirit and that he will let the player have the treasure at the end, but only if he assists the last member of the faimily in morrowind with three tasks. The player can kill the ghost to break the seal, but that curses the reward in the final room. If the player follows the ghot's vauge directions, they'll find a farm where two dunmer are working (the descendent and their spouse). Mentioning the three tasks will have them explain that the farm's doing pretty good at the moment, but they could find something for the player to do. The player can this bypass by raising their disposition high enough. If they agree, the player needs to do three minor tasks: Harvest the crop, get some bowls from the nearby town, and clean the Guar's pen. The player can complain about being important and this being beneath them, though the farmer will just reply that they'll have to deal with it. If the player does the tasks they're given a phrase to tell the ghost, who will unseal the treasure room in the tomb and then dissapear.
