I'm a fan of long quests with lots of dialogue as many people are, but I'm also a fan of "moments", which is my term for short quests that have barely any dialogue, no dialogue, or maybe don't even show up in the journal at all. Things like this fall in the gap between NPCing a town and questing and occasionally exteriors or interiors.
A good example from Vanilla Morrowind is the quest, "Vassir-Didanat Ebony Mine". You walk in and get a conversation topic with 4 npcs and depending on who you tell you could get massive rewards or a pat on the back. It's incredibly small scale but is memorable in its rewards and the story told through the environment.
Even simpler is a quest like Umbra - a mighty orc warrior wants to fight to the death. Everyone whose played Morrowind for a reasonable length of time knows and probably loves Umbra and rightfully so.
The best example I can think of though is Berwen's Stalker, where the shopkeeper made a wall of crates to trap a corprus stalker in her upper level. Instantly memorable and easy to make.
Adding more short quests or "moments" to TR would really bridge the gap in my mind between TR and Vanilla content.
Moments are like the opposite of this post: short, and to the point. And with that here's a handful of ideas I had:
-A tenant is overdue on rent but their house has turned into a 6th house cult shrine when you break in.
-An alchemist wants (moon) sugar, spice, and everything nice (rare liquor from a manor) and concocts a potion that permanently raises and lowers some stats.
-A cursed sword that grows in power with every kill
-"Tourists" from Cyrodiil who are idiots and want to break into an ancestral tomb to see dunmer spirits up close and need a guide

For making "moments", outside of signing up for an NPC claim (once we get those figured out..), I'd go ahead and post your ideas into the Asset Browser. From there, a lead dev will come along, and if approved, make it into a claim. It's best if you can include specific locations and NPCs in your quest suggestion. You can also attach .esp's into the Asset Browser if you'd rather just make the moments yourself for review.
I particularly like the tourists idea...what other Imperial towns do we have besides Firewatch, Old Ebonheart, and Helnim? I'd like to include that one.
