Long Summary :
1. PC can meet Ilsine in one of the tavern in Old Ebonheart (There’s also a rumor on her when you talk “latest rumors” from other NPCs). Ilsine, missing her lover, Hler Sathil, will ask you to deliver a sealed letter to Hler Sathil (A Dunmer in Steel Armor, Exquisite Pants and Common Shoes) in ANY UNFINISHED MAJOR CITY (You could accept or refuse her request.) (PROCEED TO 2a if refuse, 2b if accept)
2a. [QUEST END](IF YOU REFUSE) The Quest will be ended and Ilsine will disappeared when you leave the tavern.
2b. (IF YOU ACCEPT) Ilsine will give you the sealed letter to deliver and told you not to open her private letter.
(PROCEED TO 3a if you open (If you open the letter before speak to Fler Arothril, Fler Arothril will disappeared and you will proceed to 3a, EVEN AFTER you already advanced through 4 or more)
3a. [QUEST END] (IF YOU OPEN THE SEALED LETTTER) Turns out the letter isn’t a love letter between lovers, but a secret note among Dwemer artifacts smugglers. You can speak to Ilsine or Hler Sathil, who will become hostile (Thus end the quests, the rumor will be the same as the true ending), kill them and the quest ends here, or you could give the letter to local guards. They will reward you for 300 Gold. Both Hler and Ilsine will be disappeared from the game.
3b. (IF YOU DECIDE TO DELIVER THE LETTER, SEALED) You will meet Julla Ophia, who will stops you and shout at you for helping Ilsine deliver a letter for her lover. (PROCEED TO 4a if you tell her to go away, 4b if you ask her why).
4a. (IF YOU TELL HER TO GO AWAY RUDELY), she will refuse to answer and forces you to hand the letter to her, forcing you to fight her. You can still proceed the quest after this point. (PROCEED TO 6A)
4b. (IF YOU ASK HER NICELY), she’ll admit that she had a crush on Ilsine (Yeah, she’s Lesbian..lol). You’ll be given choice to give her the letter (PROCEED TO 5A) or refuse her request (PROCEED TO 5B).
5a. [QUEST END] (IF YOU GIVE HER THE LETTER) She’ll simply refuse to open and read it, and immediately destroy it (Disposition +20). If you speak to Ilsine or Hler Sathil, they’ll be upset and refuse to talk with you anymore (Disposition -30).
5b. (IF YOU REFUSE TO GIVE IT TO JULLA) When you refusing to give the letter, Julla is obviously upset (Disposition -10). (PROCEED to 6b).
6a. [IF YOU KILL JULLA OPHIA] When you step out from Old Ebonheart, You’ll meet Hron Light-Headed, angry because you kill Julla Ophia. Turns out Hron also had a crush on Julla and you’ll be forced to kill Hron.
7. In the front of THE CITY, a Dunmer with Steel Armor, Exquisite Pants and Common Shoes will talk to you (Fler Arothril). He will say that he is Hler Sathil and ask you to give the letter. You can ask him what letter it is to him (PROCEED to 8), (7b.) or simply give it to him [QUEST END, You got 300 Gold, both Ilsine and Hler Sathil will disappeared).
8. Fler Arothril will incorrectly answer that letter is a trading missive. You can give him the letter (QUEST END, BACK TO 7b.), tell him that he’s wrong so you can’t give it (PROCEED TO 10) or tell him that he’s a liar and deserve death (PROCEED TO 9).
9. Fler Arothril will be angry and attack you, you’ll be forced to kill him (proceed to 12.)
10. Fler Arothril will admit that he’s not Hler Sathil. Yet, he keep demands you to give him the letter, since he’s an Imperial Agent and he’s certain that Ilsine is involved in illegal activities. You can choose to check the letter (PROCEED TO 11a.) or simply tells him to back off (BACK TO 9.)
11a. [QUEST END] You can check the letter and discovered that Fler is right. If you talk to him, he will simply take the letter from you and gives you the reward of Amulet of Ferocious Health and +1 Reputation. If you attack him after you check the letter, you simply (BACK TO 9.) with little dialogue variations.
12. [QUEST END] You can give the letter to Hler Sathil to receive reward of 1000 Gold (Provided that you keep the letter sealed). If the letter was unsealed after encounter with Fler Arothril, Hler or Ilsine will be upset and you have choice to tell them that you won’t leak it (You need Speechcraft > 30). They will either give you 1000 Gold, or you will be forced to kill them (When you kill one of them, the other is disappeared). After you kill any of them, the local guard (Of the City where Hler Sathil lives) will talk to you and give you a reward of 300 Gold and +1 Reputation.

Hey there, achanguitar!
While I like the premise of disguising smuggler communications in a love letter, this seems overly complicated. The more steps you involve in a quest, the harder it is to implement into the construction set. I would perhaps pair it down into four NPCs: two smugglers, the spouse of one of the smugglers, and the Imperial agent. The questline would then look something like this:
0) Imperial Agent is rumored to be on the lookout for Dwemer artifact smugglers. No quest from him, just a latest rumor.
1) Smuggler A asks player to deliver the love letter, reason being they don’t want anyone to find out about the “exchange”.
2) If spoken to, Imperial Agent will ask for the letter and reveal the smugglers’ plot, but this is an optional step that the player might not even be aware exists.
3) Player may meet Imperial Agent and decide to help them (4a) or keep their promise to Smuggler A to deliver the letter (4b).
4a) Player confronts Smugglers A and B and kills them for the Imperial Agent’s bounty. (quest end)
4b) Player returns to Smuggler A after delivering the letter, and finds Smuggler’s Spouse thought it was a real love letter and wants revenge (5)
5) Player can help Smuggler’s Spouse turn the Smugglers into the Imperial Agent as his/her revenge (back to 4a) or tell Smuggler A about the misunderstanding, who will resolve to speak to their spouse at some point. (quest end)
Simplifying aside, I would also not craft the quest to have so many instances of killing involved. Some of the reasons stated for the NPCs attacking are not really violence-worthy, and I’d suggest making use of forced Goodbyes as a kind of cold-shoulder response instead.

well, after i give it some thought, i agreed with you, the quest could be simpler just like what you write, since my creation are over-complicated and could leave some loopholes..lol
