A couple of days ago I posted this on the discord:
"I've picked up TR in the last couple of weeks and thoroughly enjoyed it. Thank you - really quality content. Somehow, I've ended up writing a 4 stage low level Hlaalu quest chain for TR, which I think fills in some of the not yet explored Hlaalu experience. I appreciate that unsolicited proposals might not be welcome. And whilst I've read the planning documents there are hundreds of conversations and plans I may be treading on. So apologies in advance - it's been written with worldbuilding suggestions but is very malleable to wherever it best fits in the world."

With encouragement I've attempted to build the first of the quests as a quasi-showcase. I appreciate it may not fill all the showcase requirements, but I wanted to guage interest for both the remaining 3 questlines in the outline and to understand any modding traps I've dug myself into.
Quest 1: TR_m3_HH_Ulvo1 "Charter Enforcement"
For reviewers: Quest can be started via Ulvo Hlaari at Oran plantation. For hook into him, you can ask Andothren Hlaalu dockmaster after completion of her questline. Journal "TR_m4_HH_and_docksquests" 80 should allow this w/ topic business.
Hook to the questline
Following Andothren HH dockmaster’s questline, she asks the player to visit the Oran plantation and speak to the advisor Ulvo Hlaari. The quest can also be started by finding Ulvo in the Oran Plantation.
Quest start
The player is informed that a shipmaster is refusing to honour their contact and is moored in place awaiting extra payment. “Some nonsense around increased Temple tolls or some other such rot”. The player is tasked to convince the shipmaster to honour their contract as is.
The ship is The Glinting Moth in Almas Thirr
Upon finding the shipmaster, the player can try to convince them with mercantile or speechcraft debate checks:
“If you don’t honour your contracts, you can count on no further business with Great House Hlaalu”
Failing that, the ship contains a ledger detailing the much reduced rate offered to a neighbouring plantation. Armed with this evidence, the player can force the shipmaster to accept the current rate.
Success is rewarded with 100 gold.
Notes
- Checking temple tithes at the Hall of Wisdom informs the player that they haven't increased
- Added directions to Ulvo in dialogue at Oran Plantation
- Killing the captain leads to a quest failure and dissapointed quest giver.
- I've used existing NPCs in the world, who have no quests associated with them.
- Small change to Nalyvna Balen (Andothren dockmasters) dialogue to allow for quest hook to Oran Plantation
Do let me know if this is clean and workable and if the further quests are of interest.
