There are no plans to integrate House Sotha, since they are dead and gone by the time of TES III: Morrowind, with Sotha Sil (and Ald Sotha) their only remaining memories. Ald Sotha was a daedric ruin on Vvardenfell and Sotha Sil featured prominently in Tribunal. There were plans to add locations to an outer, ruined Sotha Sil city to the border region of Black Marsh, but those were vague at best, and we aren’t planning the Arnesian Jungle region at the moment. Even then, they would feature acolytes of Seth the god and not members of House Sotha.
Please refer to Tamriel_Data, the armor is contained in its bsa and esm. Since Tamriel_Data itself is only an asset repository, you can make a mod that gives you the armor (or just give it to yourself via console) without any impact on your gameplay.
