Best way to start is TES III Construction Set. It's included in every official Morrowind reliese.
Open it. Load some .esm/.esp files. Look around, see how things are done. Try something out yourself. See if you like it.
Find and read some manuals on the Morrowind modding. Try out things you read about in Construction Set.
That's it.
