The plan was to change it out for a FloraKP tree (https://www.tamriel-rebuilt.org/asset/ebon-tower-cyrodiilic-tree), so unless that has changed someone should actually switch it out at some point

This doesn't need to happen. And if it was, one would hope its not a crap one like the original trees that were used. PT trees aren't exactly the nicest (vurt trees).

The meshes are awesome. The leaf texture should get an update however. Its too "see each individual leaf" like. Makes it look less dense which in turn emphasizes the low ply planes that the leafs are on (though the planes are really well done for a MW tree asset)
