Idea: The representative of
Idea: The representative of Valenwood in the Valenwood mission was one of Queen Ulandra's Knights (link to her Arena dialogue here:http://en.uesp.net/wiki/Arena:Queen_Ulandra). After the Eternal Champion gives Ulandra Selene's Heart, to my knowledge it's never mentioned or hinted at what Ulandra did with it. This idea relies on her choosing to keep the heart and using it as leverage over Selene, especially since Valenwood was gearing up to be caught between 2 wars (having a Changeling Lich as powerful as Selene under your thumb is just good strategy).
During the War of the Blue Divide, Selene and the Knight went off to protect Woodhearth from the Altmeri. Her Knight was tasked with keeping an eye on Selene and reporting any insurrection from her to Ulandra. During the battle, which Valenwood lost, Selene was thought to have died in the fire. Of course people who've played Arena would know that that's impossible as only destroying her "heart" will kill her. There could be hints that she just shapeshifted into an Altmer soldier - or Bosmeri refugee - and escaped, but imo it'd be better for it to be kept a mystery.
EDIT: I just realized I forgot to link up the backstory to the present day, my bad.
After he came back from what was left of Woodhearth without Selene, Ulandra thought about banishing him, but they needed a new Valenwood ambassor to Morrowind. Since The Silvenar chose who would go, she realized how easy it would be to convince him to send a knight that was in the battle of Woodhearth over some greedy politician who's never worked a day in their life. Thus giving her more influence on Valenwood & the Empire (in my mind Ulandra is more militaristic than the other kings & nobles of Valenwood, especially after Selene). Due to the Knight being at Woodhearth during the War of the Blue Divide, it's safe to say there'd be some tension between the Valenwood & Summurset Missions, probably some tension between the Valenwood & Elsweyr Missions too.
