Not sure if this can happen earlier, but during the "Infiltrating the Gang" TG questline in OE, Moranie is in the sewers telling me to give Empress Katariah's deathmask to a pair of palace guards.

Interesting. Sewer Moranie should get enabled when TR_m3_TG_Moranie3 reaches stage 25 or larger; no idea how this could happen before you go tombraiding.
