Different coloured lower clothing for argonian (and khajiit) slaves in indoril lands. Each colour represents that slave belonging to a certain Lord/State. Easy to identify.
(Note: This quest could either go in Andothren, or in Teyn in Cirifae's tradeshack - depending on if there's any felt need to add something more to do in Teyn over Andothren.)
The player might hear a line like this from latest rumours:

Ashlander camp with 2 yurts. This should be home to the one in charge of the Ashlanders, and perhaps contain some of the spoils from raids. The leader might have intentions or pretensions of being and Ashkhan.
