Formatting and typo fixes for bk_brownbook426. Previously, this book listed Mallam Ryon as the Mouth for multiple councilors, gave improperly structured locations for the mainland councilors' towers, and had numerous missing linebreaks. I also lightly edited the statement about Mistress Eldale's elevation to the council.
