It seems that none of the items in interiors Andothren, Vasni Manor and Andothren, Vasni Manor: Chambers have any ownership - you can just steal whatever you want, including items from the three lock level 100 containers in the top floor of Vasni Manor: Chambers.
Items in Andothren, Vasni Manor: Children's Quarters seem to be configured correctly.
