Description:
For a large number of shirts, only the SD (256) textures exist in version 8 of Tamriel_Data, which does not look very good in a HD settings. Notably, the very same textures exist as HD (1024) versions in version 7. Apart from the resolution, I see no visible difference between the two versions, although I guess there might be some subtle changes. My conclusion is that the one who made those changes to the SD versions forgot to provide high-res textures. For all what I know the change might have been necessary only for the SD version, but providing a HD version would still be necessary given the file structure in the data addon.
