Description: 

Samsi Adranibaal, a Pawnbroker in Almas Thirr, cannot be bartered with as she lacks the option. She also wanders around the store making it very easy to steal everything on and around the table she's supposed to be standing near.

Not an issue with vanilla+TD+Mainland install.

This is almost definitely caused by one of these two things:

  1. There's a mod conflict, meaning you have another mod that edits Samsi and reverts her to pre23.10 state. Usual suspect is Wares Ultimate's TR NPC addon which is not compatible with TR23.10. Please also check if you have TR_Hotfix.esp enabled, and disable it if you do.
  2. You have updated TR mid-playthrough and your save file contains the old NPC record for Samsi. If that's the case, you have to start a new game to fix this.
