In vanilla this class is exclusively used by ashlanders, and if you give it to other NPCs they will get the topic "Ashlanders in war", and give a response that only makes sense for ashlanders. Here is a list of NPCs that need a different class.

Some of them are hostile, so it's unlikely to come up, but not all of them.
