The Tools of the Trade Thives Guild book belongs to Andothren and other Hlaalu settlements, not Firewatch, imho. It has thematic tool names that reference some Hlaalu territory places. And while it's possible that the book got shipped from the south by other TG members, it feels awkward to introduce it to the player so far away from the territory it was created for, in my subjective opinion.
