the Vermai Oathkin in St. Delyn Plaza meant to forcegreet and attack the player when entering Khalaan through the bells forcegreets the player by default
I think he shouldn't appear in the first place if the player doesn't enter via the bells but i'm not sure on that
Happens both on OpenMW and on Morrowind.exe
