I’m no questwriter and probably will never be, because english is not my native language and that IMO causes only more work than it adds to Tamriel Rebuilt.
But here are some Ideas of people or little quests I’d like to meet and see in Morrowind. So if anyone needs some inspiration for his quest, help yourself! Also if you have some more ideas for interesting characters please share!
This list is just some characters you could meet in or outside a quest:
- A whispering poet who also writes the poems like he speaks. (You know, schomfing like shat.)
- An insecure and incompetent smith who damages the players armor more instead of repairing it.
- A Dunmer and his abusive wife.
- Some Nord who wants to write an autobiography about his experience with witches.
- A governor, (or other form of important person) who’s not that tall and because of that has all other chairs in his manor shorter than his own so he looks bigger, (around a dinning table for example, you can make out his chair as the biggest, while the others probably would have a hard time even seeing whats on the table).
- A hypochondriacal Altmer-informant who every day thinks of a new disease he has and begs for some potion. If you give him that, he has some more information for you.
- An orc in a tavern who likes to fight in some good ol’ hand to hand combat. First one lying on the floor looses respect and some money.
- A Dunmer who betrayed his own brother because of Imperial money.
- An Argonian who likes to be bribed with some tasty delicacy and knows some good recipes.
- A thief with a guilty conscience who asks you to bring back his stoolen goods.
- An Imperial officer who has a book with unchaste pictures in them and if asked about it in front of his other comrades, denies that it is his and that he’s a follower of Dibella.
- An ashyam-farmer who likes to blather about the incredibly interesting ways of cultivating ashyams in endless textwalls.
- An imprisoned Dunmer woman who lives in a nobly furnished cell, despite her crimes of stealing from the dukes possessions, because she won his heart but refuses to marry him.
- A Kahjit that loves to ask riddles to the player.
- A Dunmer father who had to tragically free his terminally ill daughter from pain and wants to bring her ashes to necrom.
- A Redguard agnostic, that has some fanciful scientific explanations for Daedra and their magic.
- A Telvanni master that has a little zoo of his frankenstein-, wolpertinger-like experiments. Like a kwama forager with a cliffracer-head, or a kagouti with four nixhound legs, or a guar with wings etc.
- A Telvanni master that lives upside down in his tower with all the furnish on the ceiling and his servants who complain about headaches.
- A Telvanni master that hates the world and it’s dramas and because of that lives in a jug full of sujamma. (He shrinked himself and answers always a bit agressiv and drunk).
- A Telvanni master who lives in a chamber full of fire, because of its cleansing effect. It is advised to have some fireresistance if you want to talk to him.
- A Telvanni master who is obssesed with the stars, lives in a big planetarium and watches the nightsky trough a giant dwemer-telescope. He’s also firmly convinced that Nirn circumnavigates the sun. (Ha ha, what a fool!)
- A Breton messie kleptomaniac that lives in a house full of stolen waysigns.
- A Kahjit that wants to hear of your adventures and has always a admirable comment to make. Depending on what quests you already did, you will have some short anecdote option of said “adventure”.
- A Dres who had to much of a hallucinogenic cactusfruit and now thinks he’s Lord Nerevar. If you have the title of Nerevarine, you can tell him that, but he won’t believe you. (Also on the topic of drugs, maybe the Dres don’t smoke skooma, but consume their very own drug-fruit/peyote that even finds usage in some religious rituals).
Here’s a list with some possible miscelanious or parts of a bigger quest:
- A young Dres, born with a benelovent heart in a family who is known for his very cruel treatment of slaves, who without the knowledge of his father helps slaves with food, medicine, and sometimes even to escape. Maybe the father tasks the player to find out why recently so many slaves manage to escape. Ouuuuuh moral desicions!
- A rich Indoril noble-woman you have to help to find the best place for her wardrobe by heaving it around in her room, always changing her mind, until it stands were it was already in the first place. Only then she gives you information about were she has last seen the guy you’re searching for.
- The player gets invited to a boat-banquet, and suddenly finds himself solving a murder.
- In order for the East Empire Company to establish holdings in firewatch, the player has to try to seduce the duchess, so she approves of the contract.
- A Redoran mastertrainer for the spear who’s the only one that can train the player to 120 in spear. He lives secluded from a very small, poor town in the Velothi mountains. He teaches the player “Karate Kid (1984)”-style with some pseudo, buddhistic wise sayings and seemingly pointless tasks, which culminate in the end in a defense of the town from some bandits.
- You accompany a Bosmer adventurer with his ship on an epic journey to Akavir. Which goes horribly wrong as you get captured in the open sea by pirates, which sell you as slaves to a Telvanni master, while the Bosmer always comments: “Well it can’t get worse than this.” But you manage to escape and convince the Telvanni master to let you both free and to tell you where the pirates have their holdings. The Bosmer has enogh adventure and asures you that everything you find by the pirates is yours.
- Somwhere in the Inner sea you can find ruins of corall and glass, inhabited by dreughs, of which one of them can give you a quest, maybe something related to the Ruddyman.

I am so down for helping to flesh out characters and quest details, if anybody needs any help! Not quite ready to take on a whole quest myself just yet so I want to get some experience before I dive in.

All of these ideas are open for use! So, grab one that looks like a small misc quest, and start writing it. Start off with something small.
Does: concepts, textures, youtube vids, admin stuff e.g. PR, handbook, assets, small website things. Activity level: wildly unpredictable. Still active. Find me on Discord.

I don’t want to come across as dismissive, especially after so much hard work and enthusiasm went into this list. But characters should really be planned with a specific location or settlement in mind. For the purposes of world-building and storytelling, NPCs should have backstories and personalities that teach players something about where they live in the game world. Their effectiveness is limited when they are brainstormed without establishing this role. Of course, on its own, this list certainly isn’t harmful, and it’s always helpful to have people share their ideas for inspiration!

Yeah you’re right, this isn’t the way to develop characters and in no way I mean that people have to fit them into one of their quest and really is, as you said, only to maybe trigger some inspiration if you look at it. You know the kind of “hm, interesting, but I have a much better idea..”

Well, right now the Almas Thirr area is in need of more quests, and I could see these three quests playing a role within it somewhere.
Do you want to flesh out the storylines of these more or write their dialogue? Or I suppose I could run with them and see if I can get a quest proposal approved. Let me know what you want to do!

I would say go for it! As long as you have already some fitting ideas for them in mind. Maybe the language barrier kept me from finding the right words for it, this list is in no means ment in a demanding manner and that every character should be used, but if you see fit for a character in your story, or a slightly changed version of it, you can of course use him.

Some quest idea I came up for House Redoran in the Velothi Mountains during today's meeting.
House Redoran Quests (Velothi Mountains):
-Trade Deal with Malakuh Orcs.
-Champion for a village.
-Help clear out an old fortress to colonize with help of Nords and other people (Colonization effort)
-Unravel what the hell is going on with these Nord Raiders.
-Help track down what is going with a local Orsimer clan and see if they can be used as allies when colonizing the (the continuation of the previous quest).
-Searching for ancient artifacts.
-Ash Statue Smuggling Ring takedown! Essentially ash statues have been showing up in Veloth Mountains, so you are sent to deal with it. It is a perfect way to get players sent to the Velothi Mountains for more quests. The particulars can change (before the end of the MQ, it is preventing the spread of Dagoth Ur’s influence, while after MQ it is mostly just clean-up operation as the enemies will be a combination of smugglers and the like.)

Character Proposal
Location: Old Ebonheart Castle
Characterization: -Imperial from The Imperial City who got involved in the Emperor's liege and was a sort of adviser to Moth Priests and chaplains in the court.
-Got sent to Old Ebonheart years ago as a councilor of the current Knights of The Imperial Dragon, trying to use diplomacy to gain foothold in various parts of Morrowind's socio-economic chess board. Has an inherit dislike of Dunmer in general, more so if they are part of a House or native Tong.
Character Traits: -Helpful in disclosing Imperial agenda to some degree, so long as the PC is not part of a House or native Tong. Will have slight disposition drop for Dunmer.
- Sort of a 'Flinn half empty' kind of character, after so many years in service to politics he is somewhat jaded and un-amused by typical banter. Has probably had to deal with a lot of cry-baby issues in the past, but is also very knowledgeable in the art of subtlety, so it makes him a good person to make the final call on numerous 'important' decisions.
- May offer falsified information to most PC's who are not in some higher rank of the Legion or Cult. Not outright lying, but more so misdirecting the eyes and ears of most people. EX: Could tell the player the legion is working on a new base in X location but it is really in Y location, and X location is some old Indoril ruin or perhaps it leads to some dangerous cave.
Role in the World: To help progress ties between Dunmer and Imperials; despite not trusting just any Dunmer, he will have respect for the ones in positions of power such as King Helseth, Dren brothers, etc etc. May be a possible target of Dagoth Ur as well? May also give quests to PC at some point and will be able to tell PC about most places in Old Ebonheart so long as the player is not a member of any House or native Tong.
Dialogue Examples:
King Helseth: He is a seasoned mer, certainly. Even from Wayrest, he could raise an army to his needs from the Imperial City. There is a clout of rumors that surrounds him, and hearsay usually stems from some sort of truth. But what man or mer hasn't dirtied their hands on the tremulous climb to the top of a hierarchy? You can find him in the Mourning Hold of Almalexia, but good luck getting a court with him.
Eadwyre: Hail the Forlorn King of Wayrest. His presence is still felt along the banks of the Bjoulsae. He was truly an Imperial sponsor for the west. How he died is still an open case in Wayrest, but everyone keeps their lips sealed about the matter. Certainly, it must be a...sensitive subject for most people. Like striking a nerve ending with a hammer kind of sensitive.
Someone Particular: If you want to see the Duke you'll have to catch a boat to Vvardenfell. Kulgrosh gro-Wryntor is the head of the bodyguards for the Imperial Commissioner; he's got a temper the length of a goblins tooth, but he's also as loyal as they come. Cunus Pompus is the East Empire Company's best footman, though he's currently out on business in Firewatch. Grand Factor (name) has a manor just beside the bridge leading to the castle. The list goes on; but those are some of the more important people.

A rough quest/npc idea for Andothren;
An alchemist asks you to bring them an Ampoule Pod & Marshmerrow to heal her husband, who's been wounded while he was dungeon delving. If Alchemy is 60+ (enough to see all 4 effects. as Ampoule Pod's Drain Willpower effect is it's 4th one) you can confront her (because the potion she's making is Drain Willpower) and she'll confess to using alchemy to force her husband into adventuring for gemstones & other alchemical items (perhaps they can be in a financial bind?). She'll ask you keep it your little secret and she rewards you with some diamonds on top of gold - if you decline then her disposition drops to 10 and she'll tell you to get out. You can also ask alchemists about her recipe and they'll open up this path. If you bring the ingredients to her (no questions asked) she'll thank you and give you 100 gold and maybe a potion or two..
The idea is rough around the edges, but I think it'd be neat to give the player a representation of how powerful alchemy really is in Nirn (in this case, using it to drain the willpower of someone, in order to compel them to do things they'd normal refuse to do).
It doesn't really have to be Andothren, I only put it there since it's yet to be NPC'ed and it'll be the next major settlement after OE.

Usually a lisp would be S or Sh -> Th, not Sh -> S.
So it would be "Thauthageth from Thipal Thin." Even more confuthing, and a fathinating quetht line, if I do thay tho mythelf.

Hello guys, I'm newbee (sorry for my English). Quest idea:
1st part. On the street of the big city player finds the note with the riddle, describing some secluded place in this city. After solving the riddle and finding the described place player finds another note here - with another riddle about another secluded place, and also with information about some VIP person held captive in that place.
2nd part. Finally, after finding the person, player understands that this person isn't VIP (as he described himself in the note) - actually he is just unhappy crazy man/woman, who comes up with such fables.
