Description:
The Bal Oyra dock with two ships anchored near it doesn't reach the sea floor underneath it. Ideally, it would be nice to add some underwater clutter too -- kollops, more kelp, barnacles, eye stars, etc.

Fixed dockpillars float and spiked terrain around the docks.
Added new underwater clutter: groups of kelp, kollops, eyestars, drowned clutter, dark vertex shading, and two leveled slaughterfish to protect new items.

I'm afraid the fix is broken,
I'm afraid the fix is broken, something wrong with textures upon loading. Two edited cells entirely turned to brown with it.

Sorry, I forgor my exterior dev training and cleaned the cell textures away in TESame. It should be good now.
