It's a fun quest, but it has some design issues that should be fixed:

• In "Minor House", "minor" is not a proper noun
• Armas Tyravel should direct you to the governor to begin the quest
• The quest has a fadeout-fadein transition (no idea how to remove it though)
• Journal editorializing everywhere (the quest has good directions, it can be simply removed without rewriting dialogue)
• Maybe it has skill checks, that should be checked
