I was in Firewatch today and didn't realize I had a bounty of 5 gold. I accidentally talked to a guard while having this bounty. No big deal, I though. I will pay the 5 gold and go find the evidence chest to re-steal my stolen goods. Nothing too important on me, just some armor, clothing, arrows, and potions. The only non-replacable stolen item on me was the newly looted "Helm of the Savior's Hide" that I found today.
When I found the evidence chest in the Dustmoth Legion Garrison: Dungeon cell, it had no lock (supposed to have a level 70 lock) and no items inside. No dice.
Additionally, just to test and verify, the Firewatch Prison Key (https://en.uesp.net/wiki/Tamriel_Rebuilt:Keys#Firewatch_Prison_Key), which is identified on working on this chest, does not. I popped a quicksave, murdered Vaselius Tunifus, and took his key. I locked the "evidence chest" with the console (it has a generic "stolen_goods" name) and tested the key and it did not work. The key did work on the cell doors (even after being relocked with the console) so it is the correct key.
Just in case there was two evidence chests... for some reason, I searched the entire "dungeon" cell. I even TCL'd and floated through the walls all around to see if it could have slipped through a wall or something accidentally. There is no correct evidence chest there.
All this leads me to believe that the wrong "evidence chest" was placed in Firewatch. Perhaps a placeholder that was never removed after the correct one was coded, or perhaps the correct one was never coded in the first place.
So now some things are lost forever, most notably an artifact helm. Which isn't *too* big a deal. I can always console-command it back if it comes right down to it. But that shouldn't be necessary, as the chest should work as intended.

The culprit here was that the Firewatch Dungeon had two evidence chests in the same cell. I've deleted the one with the worst placement.
I also took the opportunity to go through every evidence chest in mainland, and almost all of them had issues - not locked and/or ownership either not set at all, or not set the way vanilla evidence chests are set (those are assigned to Faction Imperial Legion - Knight Protector). The only ones that were completely correct as far as I noticed were Fort Ancylis and Andothren.

Fantastic to learn, and thanks for the update! Glad to hear this prompted a fix on other chests before they could become an issue. Would you be able to tell me where the second chest is, so I can go investigate for my missing belongings? I only ever found the one.
EDIT: So after searching the cell up and down I found it. It is a smaller chest sitting on the shelf behind the desk. I completely overlooked it several times because it is tucked away and blends in. But it is there in the same cell just about 10 meters away.
