The gimmick of the place is that there's an ongoing fight between two factions (vampires and outlaws), and they should fight each other. After one side defeats the other, they should turn their attention towards the player instead.

This doesn't really work due to misconfigured AI values. With Fight 100, the NPCs just drop whatever they were doing previously and attack the player immediately. The scripts also have other issues, and only really work in theory.

The place also uses a combination of Aundae, Berne, and Quarra vampires, which is quite unusual outside of Vvardenfell, and makes some... interesting... choices in regards to the gear of the NPCs in the tower.

Fix: Gave all scripted

Fix: Gave all scripted combatants Fight 30 to make sure they actually fight their selected opponents instead of the player. Once they defeat the other side, their Fight is set to 100 and only then they attack the player.
Made too many changes to the scripts to list here, but they should work better now.
Changed all vampires in Norem to Quarra.
Fixed some of the more egregious gear choices (like the vampire Khajiit in full Dark Brotherhood armor)
