Two issues with the Stone of Septimia Quest

Description: 

1. Immediately after returning the stone of Septimia my character was detected yet the guards didn't acccost me for being in the off-limits museum.

2. When I spoke to the guards, they accused me of breaking the exhibit (AKA "Making a Scene" in the UESP quest notes). However, I did not resolve the quest in this manner.

Fix:

  1. Changed the conditions for the ForceGreeting to also trigger on journal stage 190 (=after you return the stone, but not report to Fitz-Fitz yet)
  2. Added a global TR_m1_FW_TG6_BoneBroken to filter out the greeting that was erroneously appearing even if you didn't break the exhibit.
  3. Fixed https://www.tamriel-rebuilt.org/bugtracker/firewatch-tg-stone-septimia by adding a GetPos Z check before Verginius Marcius' ForceGreeting. Now you have to walk a couple of steps up the stairs before he starts the dialogue with you.
  4. Fixed two more small dialogue bugs - one instance where Gi-Lei called the headmaster "he" instead of "she", and one when Fitz-Fitz gave you 1000 gold as a reward instead of 2000, as it is written in the journal.
