Requires https://www.tamriel-rebuilt.org/asset/fortify-skill-scrolls to be merged. The scrolls should be replaced in the AT Temple (Mainland) and Defiling with Holiness misc quest (Narsis). The TR_m3 scrolls must be deleted from Mainland.
