I'm not sure of the exact situation here, but if he's a vault guard and the vault is non-quest-related, he probably shouldn't react to the player breaking in for vanilla consistency. None of the guards in the vanilla House vaults do; they only go after you if they catch you stealing something, which he presumably does. Unless I've misunderstood and his Alarm is too low so he doesn't care if the player steals things?
