Instead of having everything in "assignment", each quest should have a special topic, similar to vanilla faction quests.

The quest topics were already
The quest topics were already there, but done inconsistently; for the first quest, the initial Journal update was done in "assignment", but for the subsequent two, the Journal update was done in the respective quest topics. For consistency, this plugin puts it all in the quest topic responses, while also improving the filtering of said responses.
