As I recall, there are a number of quasi-finished and unfinished quests in this file. One is tied to the Daedric ruin (see the topics pretty dead and War Ordinators and another involves a slave overseer at the Oran Plantation (see the topics scaly bastard and neck-deep trouble). One of the unfinished quests involves the Argonian Liskliss-Kur and the topic in his pocket and looks like an idea worth salvaging. Another quest that appears unfinished involves buying a household slave for the plantation foreman Dels Ravyn. Players can also, apparently, buy the Helseri Farmhouse.
All of these likely need playtesting and fixing of some kind. Otherwise, most of this area is finished in terms of NPCs and general dialoguge. It just needs (if we're still going through with it) exterior edits relating ot the the region's visual update. Is that still going to be a thing?
Error: For some reason, the topic "shipment was confiscated" has no filtering data, so every NPC in the file has access to it.
this section file includes andothren as well, which turns it from 90% npc'd to 30% npc'd. Gol Mok up north as well as a few dungeon interiors are also missing.

That's one problem your Indoril-Thirr edit caused too: if you remove the triggers which dialogue filters by (usually NPCs), it just becomes unfiltered.
"Shipment was confiscated" is filtered by TR_m4_Urzoga_gra-Buk, who is in TR_InDev. Since I had to go over every single edited dialogue line and "shipment was confiscated" is too wide to display its 'hi, I was edited' star in the dialogue topic list, I simply didn't notice it was in both files. It should be deleted in this section file.
Mea culpa, will double check with TESAME next time (aka the Roryn's Bluff section file).
I feel rather dumb for not notcing Andothren was a part of this file! When we get around to NPCing the city, these threads from the old forum should come in handy: 1, 2, 3, 4.
I would love to see you finish those quests, Rats. You did great work with the characters and dialogue back then.
Again, I have to ask if we're going through with the Thirr Visual Update. I know I sound like a broken record, but if we're not going to do it, we should at least agree that we're not going to do it. If we want to do it, I'm willing to help implement the changes, but I want to know if anyone else is working on this, or wants to work on this?

I am the one responsible for all those misc quests mentioned above. Since I am familiar with them I can finish 'em if need be.
The quest involving the War Ordinators was to include an existing priest NPC in Almas Thirr; that will be finished at a later time I suppose.
