I'm just getting the ball rolling here, after the need for such a topic came up in this week's meeting. The basic intention of this topic is to establish important characters in TR, including vanilla characters, and their agendas. Cumulatively, this includes the agendas of the faction leadership as a whole. I think discussion should focus first and foremost on factions with a presence in OE, as we aim to release OE sooner rather than later, and beyond that the major power-players of Morrowind. Factions like the Nail-Knock Reavers, the Kwoomriders (whose very existence is not, strictly speaking, established) and in my opinion the Blades should be discussed last.
Imperial Legion - Agenda: keep everything from falling apart.
Imperial Navy - Agenda:
Imperial Cult - Agenda: expand worship of the Nine Divines in Morrowind, protect citizens who worship the Nine Divines.
Imperial Civil Government - Agenda: protect and expand Imperial presence in Morrowind, stay on good side of local factions, undermine influence of local factions.
Tribunal Temple - Agenda: retain and regain support of Dunmer populace, defeat Dagoth Ur, retain Tribunal hegemony.
Almalexia (Almalexia) - Agenda:
Sotha Sil (Sotha Sil) - Agenda: dead/MIA
Vivec (Vivec) - Agenda:
Great House Dres - Agenda: get out of paying up on the Big Deals at all cost. Stop said deals from becoming known at all cost. Resist outlanders and their silly ideas at all cost. Cling on to old traditions at all cost.
Great House Hlaalu - Agenda: gain 'leadership' status among Great Houses, curtail Indoril influence, undermine Imperial presence in Morrowind in the long-term, establish a new direction for Morrowind.

The above is naturally just a start; I've kept the spoilers where I've added stuff open by default for now so that people can see what little I've added so far. It may be tempting to discuss non-priority factions, and in and of itself discussing them isn't really bad, but to reiterate it would be better to focus on relevant factions for now.

Added the major Thieves Guild characters according to this plan. I'm not very familiar with the existing faction plans -- especially in regard to NPCs -- for Old Ebonheart, so some help there (or anywhere really) would be appreciated.
