This was caused by lines deliberately introduced in TR. It's not vanilla behaviour (vanilla HH does not block high-ranking players from quests), and it is not consistent with TR either. Q1: Deliver orders to the governor of Shipal-Sharai from the Hlaalu Council. Also, deliver him/her a message from the HCC that you have to pick up from the HQ before you go.
