In short: Tamriel Rebuilt offers thousands of NPCs and lines of dialogue, and just over 600 quests. The goal of the project is to fit in with vanilla content seamlessly.

In detail: The goal of Tamriel Rebuilt is to add a level of content consistent with the vanilla game. At a basic level, this means that the project necessarily includes NPCs, quests, and dialogue.

At the time of the release of TR 23.10 (Andaram), TR_Mainland contained 604 quests, much more than the combined quest content of Morrowind, Tribunal, and Bloodmoon.

Each of the places Tamriel Rebuilt adds aims to have an appropriate number of NPCs, dialogue, and quests, all of which aims to be comparable to vanilla Morrowind. In addition, our new assets (textures and meshes) are at a similar aesthetic quality as the vanilla ones, although we aim for better quality control. Our settlements, dungeons, and wilderness areas are all designed to be at least on par with those of Vvardenfell, giving the quests fitting locations to take place in.

While this is the aim, it is true that some of our older areas lack in quest density or the quality of interiors and exteriors, compared to Vanilla. Although these areas are still enjoyable, we do intend to eventually overhaul them to bring them up to our current standards. Similarly, we have planned future tweaks and additions to our latest released land areas.

In other cases, Tamriel Rebuilt may include quests with significant branching choices or dialogue checks, beyond those seen in vanilla. Similarly, some of the level design may go beyond vanilla in its asset usage or detailing.

If you are on the mainland and it is obviously incomplete – containing doors that don't connect to anything, NPCs with only the most generic dialogue, a derth of creature encounters – you may be exploring our work-in-progress content. This will be possible if you have loaded any in-development claims or section files (or if you are still running our old, deprecated TR_Preview.esp plugin, in which case you may be seeing a myriad of other warnings and errors). To disable this alpha content, deactivate the respective plugins in your Morrowind launcher or mod manager. If the problems you experience persist, please file a bug report.
