If you complete the quest "Imperial Legion: Death of an Agent" by just gathering all evidence without trying to make any arrests Kathellomar's letter for the next quest "Imperial Legion: Proper Channels" doesn't get added to your inventory
If i do actually try to make an arrest in "Imperial Legion: Death of an Agent" everything works as intended
