Velothi tower. Home to a non-hostile cult of Boethiah. The tower is supplied with food and goods from the nearby cave dwellings.
The cult in the tower is, if not affiliated with the Temple, then at least tolerated. It's made up primarily of Dunmer members (not some outlander daedric cultists), who honor the Dunmeri religion and worship Boethiah because he's an Anticipation.
